If a later patch renames the plate or splits it, we follow the official language instead of keeping a fan atlas that no longer matches the blog.
Yes. Open water is filed from Hypixel Studios worldgen and zone writing. Official screenshots include open water and coastal approaches. A complete underwater zone with named factions is not something Codexgames will invent.
